Can Christians be a part of revolutions?

Romans 13:1-7 says how all must submit to their government for they have been placed there by God. This makes perfect sense to me for most laws. The one thing I have been wondering recently is, where is the line drawn?

I will hopefully never have to make a decision like this in the US, but what about those in North Korea? Is it a sin for them to revolt against their oppressive government? Were the American Revolutionaries sinning in their revolt against oppressive England?

(Sorry for any strange formatting, I am on mobile)
